Can't Submit CAR On a Compact Case

I get an error when trying to create a compact action request for a case from both the Assistants tab and the Offender Profile.

Compact action requests can only be sent on cases in which a sending and receiving state user has been assigned. The sending state user cannot create a CAR when the compact case has not yet been assigned to a user in the receiving state.

As soon as the TREQ or RFRI is assigned, the sending state user will have the option to submit a CAR on the case.
