Passwords over 15 characters are accepted without an error message

Upon clicking the link in a password reset email, if an ICOTS user enters a new password using more than 15 characters, ICOTS does not show an error message, leading the user to believe they can log in immediately. Users will not be able to log in, as the password is too long and ICOTS won't accept it.

ICOTS passwords must be between 8 and 15 characters in length, contain upper and lower case letters, at least one number and at least one special character (!, @, #, $, %, ^, etc.).
