Warrant Status Functionality

The Warrant Status feature tracks warrants required under ICAOS rules for both current and historical compact cases.

An active warrant displays an Active Warrant status on the supervised individual’s profile. Warrant records are maintained at the profile level and are not tied to a specific compact case or activity.

Important: Enter a warrant in INSITE only when it is issued pursuant to an ICAOS rule. A compact-compliant warrant must be issued nationwide, without bond, and entered into NCIC.

Creating a Warrant Record

A warrant record requires:

  • Date issued
  • Issuing authority

For many warrants, the NIC number should be entered in the Warrant Identifier field.

Any authorized sending-state user affiliated with the profile may add or update a warrant record. States should establish their own procedures identifying which users are responsible for entering and maintaining warrant information.

 

Updating a Warrant Record

A warrant record may be updated while the warrant is active. Users can add or update information, including:

  • NCIC verification date
  • Comments
  • Attachments
  • Other available warrant information

The NCIC Verification Date documents that the warrant meets compact requirements: it has no geographic limitations, no bond, and has been entered into NCIC.

Removing the Active Warrant Status

The Active Warrant status is removed when the warrant is:

  • Withdrawn, or
  • Executed

Training Note: A warrant should be marked Executed after retaking concludes, not at the time of arrest. This supports documentation of the retaking process and prevents warrant reminders from being re-triggered.

A warrant must include NCIC verification information before it can be marked Executed.

When INSITE Prompts for Warrant Information

INSITE email notifications remind users to enter warrant information following:

  • Notice of Failure to Arrive (NOFA)
  • Mandatory Retaking when the sending state responds to a Violation Report with “Warrant Issued/Requested”
  • Discretionary Retaking, when retaking is being pursued using a compact-compliant warrant

Reminder emails are sent 5, 10, 15, and 30 calendar days after the triggering activity.

Notifications stop when:

  • A successful NOA is transmitted after a NOFA;
  • The warrant is marked Executed;
  • The warrant is marked Withdrawn;
  • A mandatory retaking obligation is removed by the receiving state compact office; or
  • The Discretionary Retaking activity is withdrawn.

Warrants can also be monitored through the [ICAOS Dashboard reports].

Note: A NOFA assumes the supervised individual failed to arrive as instructed and absconded. Review the compact case to determine whether a compact-compliant warrant is required. If a warrant is not required, the reminder emails will continue until the 30-day notification period ends.

 

Frequently Asked Questions

Q: What if a NOFA was submitted, but a warrant is not required?

A: Warrant notifications triggered by a NOFA can only be stopped by a successful NOA, execution or withdrawal of the warrant. If a warrant is not required, no additional warrant action is needed; the reminder emails will stop after the 30-day notification period.

Q: How are multiple warrants tracked?

A: Only one warrant record can be active on a profile at a time. If multiple warrants are issued, document the additional warrants in the Comments field.

Q: Which warrant fields are required?

A: The warrant date and issuing authority are required. The NCIC Verification Date is required before a warrant can be marked Executed. States may establish additional data-entry requirements for their users, including issuing-authority contact information and retaking authority.

Q: Where should the NIC number be entered?

A: Enter the NIC number in the Warrant Identifier field.

Q: A warrant was served before the NCIC verification date was entered. How should it be documented?

A: States may establish their own procedures. Options include withdrawing the warrant because it is no longer active, or entering the NCIC verification date, documenting the circumstances in Comments, and marking the warrant Executed.

Q: Does Warrant Status track detainers?

A: No. The warrant tracking feature was designed to track warrants required under the ICAOS rules, not detainers. States may determine whether and how the feature can be used to track detainers. Note that warrant-related notifications may still be triggered when the rules require a warrant.

Q: Who can enter or update warrant information?

A: Any affiliated user in the sending state may enter or update warrant information. States should identify which users are responsible for maintaining warrant records to support data integrity.

Q: Does Warrant Status apply to closed or historical cases?

A: Yes. Warrant Status can be used for both current and historical compact cases, including cases that are no longer active.

Q: When should a warrant be marked Executed?

A: After retaking concludes, rather than when the supervised individual is arrested. This supports documentation of the retaking process and prevents the warrant reminder process from being re-triggered.
