On September 30, the Commission heard from the RNR Workgroup and the Center for Effective Public Policy on developing a new violation response framework to guide fair, consistent, and research-informed decisions under the Compact. The framework uses a three-step process assessing violation severity, individual stability factors, and risk level to promote transparency and accountability.
A pilot will run October 2025–March 2026 in nine states—PA, NJ, FL, TX, IL, IA, WI, NV, and UT—to test the framework’s effectiveness. The study will capture decision trends, post-retaking outcomes, and operational feedback. Results will inform final recommendations for Commission consideration at the 2026 Annual Business Meeting.
