Violation Response Tool (VRT) Guidance

The National Office has posted guidance on the Violation Response Tool (VRT) for review and use during the rule comment period. States are encouraged to begin using the tool in practice to support decision-making and become familiar with its application. Utilizing the VRT in advance will help inform discussions and feedback at the 2026 Annual Business Meeting regarding the proposed rule changes.

Overview of VRT

What is the VRT?  When should a VRT be used? 

The VRT is a three-step decision-making matrix that evaluates violation severity, risk level, and individual stability factors to support consistent, fair, and data-informed retaking decisions. 

Use the VRT to make retaking decisions when the supervised individual is available.

1. Attach the VRT to an ICOTS Progress Report, Violation Report, or Violation Addendum.
2. “Available” means the individual has no unresolved receiving-state charges, sentence, or other obligation preventing retaking or return.  Absconders who have not been located and apprehended for retaking are not considered “available.”
