The National Office has posted guidance on the Violation Response Tool (VRT) for review and use during the rule comment period. States are encouraged to begin using the tool in practice to support decision-making and become familiar with its application. Utilizing the VRT in advance will help inform discussions and feedback at the 2026 Annual Business Meeting regarding the proposed rule changes.
