The 2025 rule proposal forum generated a record number of comments* from Commission members. These insights helped shape the proposals for consideration at the Annual Business Meeting. Proposing committees, regions and the Rules Committee reviewed all comments submitted by Commission members resulting in recommendations and accepted modifications as noted below.

- Motion (Mosley–MO / Cady–NH) to recommend amendments to 4.109-2(a) and (b).
- Motion carried unanimously.

- Motion (Crook–VT / Moore–GA) to modify 4.109-2(a) as recommended.

- Recommendation to change 4.109-2(b) wording from “after” to “within” not supported, as it altered intent.
