The ICOTS warrant tracking tool launched June 2022 allows sending states to track warrants within ICOTS during retaking process or after report of an absconder. This session will review the Warrant Status Dashboard (launched in July 2022) as well as other dashboards available for managing warrants and auditing data entry. In addition, members of the DCA Liaison Committee will provide examples and share the benefits of the warrant tracking tools.
Why is warrant tracking important?
- Commissioners and DCAs are directly responsible to ensure compliance with ICAOS rules, this includes ensuring timeframes for warrant issuance.
- Documents steps states encounter when issuing warrants. This is important as in most states issuing compact compliant warrants for retaking involve various stakeholders to ensure compliance with ICAOS rules.
- Assists states to identify trends or issues with various agencies involved in warrant issuance.
- Allows warrant related information to be entered on the offender profile in ICOTS, thus communicating the warrant details to a receiving state pending apprehension and retaking.
This training is hosted by the DCA Liaison Committee and the ICAOS National Office

Q & A
Q: Where can I find more information about stakeholders' (or other states') failure to comply with ICAOS warrant requirements?
A: The Warrant Status Dashboard identifies the relevant stakeholder(s) and provides data to help states assess warrant issuance trends. While this training focuses on the technical aspects of the warrant tracking tool and related dashboards, compliance with warrant timeframes and/or failure to issue compact-compliant warrants when required are serious issues that should always be brought to the attention of your state's DCA and Commissioner. The Commission provides tools and needs-based solutions to all member states through administrative policies, including:

Guidelines for Resolving Compliance Issues
Q: When should a warrant be marked 'executed' at the time of arrest or after retaking?
A: Warrants should be marked 'executed' AFTER retaking has concluded. This promotes good documentation through the retaking process and ensures the 'warrant needed' emails are not re-triggered. See the ICOTS Training Bulletin 1-2023i Warrant Execution Management
