There are two active cases on this offender. A user in another state was able to create and submit a Compact Action Request on the case assigned to my state.
Appriss has identified this as a bug in ICOTS. Apparently, in rare instances, users assigned to one case for an offender are able to create and submit CARs on a case assigned to another user for the same offender.
This bug will be addressed in as soon as possible in a future ICOTS release.

This issue was resolved with release 16.0. Users should now only be able to submit compact action requests on cases to which they are assigned.
