Account Lockout After Unsuccessful Login

After several attempts to login and reset my password I get an error message that says: "1 Error needs to be fixed.   Your account has been locked out.  Please try again later." How do I get my account unlocked?

If you receive this message, someone attempted to login to your ICOTS account unsuccessfully 10 times in a row with the wrong password.

The lockout only lasts for 10 minutes following your last unsuccessful login attempt. After the 10 minutes has passed you will have another 10 chances to login successfully before being locked out again.
